Community Action in Aroostook, Washington and Hancock Counties (CAAWHC) is seeking proposals from qualified consultants to conduct a comprehensive Compensation and Wage Scale Study for our organization. This project will play a vital role in ensuring that our wage structures remain competitive, equitable, and aligned with labor market trends across Aroostook, Washington, and Hancock Counties.

 

Purpose of This RFP

CAAWHC is requesting proposals for a complete review and update of our existing wage scale and compensation practices. The selected consultant will:

  • Evaluate current pay grades, salary ranges, and compensation methods.
  • Conduct an external market analysis using regional data and the 2024 Maine Association of Nonprofits Compensation Report.
  • Recommend a competitive, market‑based salary structure.
  • Provide analysis of financial impacts and proposed implementation strategies.
  • Offer guidance on compensation design options (merit, promotion, demotion, starting salaries, etc.).
  • Present findings to leadership and provide implementation support as needed.

 

Who Should Apply

We invite proposals from consultants or firms with proven experience in:

Wage scale or compensation system analysis

Market‑based salary benchmarking

Nonprofit or public‑sector compensation studies

Multi‑county or multi‑site workforce structures
