Community Services

Provides individuals and families with comprehensive health and nutrition programs. Partners with local and state-wide organizations in prevention services with a focus on substance abuse, tobacco, obesity and youth engagement efforts.


Affordable Care Act Navigator Program - Provides free in-person assistance from Certified Healthcare Navigators with all aspects of Marketplace coverage including determining eligibility, comparing and explaining options, accessing tax credits and applying and enrolling in coverage. We are also available for follow up appointments for questions after your coverage begins and can refer to health insurance assistance programs when needed.

Kids Integrated Dental Services - Provides clinical assessments, oral prophylaxis, fluoride treatments, sealants, referrals, and oral hygiene instruction to MaineCare-eligible children enrolled in WIC and Head Start programs and at local contracted public schools in Aroostook County.
Oral Health Program

Oral Health - Provides education to people of all ages throughout Aroostook County in cooperation with other social serviceand health care providers. Coordinates a consolidated School Oral Health Program and serves as a resource for oral health programs in all elementary schools in Aroostook County. Administers a Dental Sealant Program for second and third grade students in every Aroostook County elementary school. Maintains an extensive dental health lending library that includes audiovisual materials, books and teaching aids.

PICH (Partnerships to Improve Community Health) – services are designed to increase the number of people with improved opportunities for chronic disease prevention, risk reduction or management through clinical and community linkages. This is done by working with medical providers on screening families for food insecurity and then referring them to community resources.

Breastfeeding Support - Provides breastfeeding education and support to WIC enrolled women to encourage breastfeeding as the primary source of infant nutrition. Breast pump loaner program is available to WIC moms who are breastfeeding to support return to work or school.
WIC Program

Supplemental Food for Women, Infants and Children (WIC) - Provides nutrition, education, and screening to eligiblepregnant and postpartum women, nursing mothers, infants, and children under five years of age. Identifies high-risk clients, and provides a select group of nutritious foods, based on dietary needs. WIC serves as an adjunct to good health care during critical times of growth and development to prevent health problems and to improve the health of persons at risk. 2019-2020 Eligibility Guidelines

Public Health District Coordinator – ACAP was awarded funding to provide fiscal and human resource management services to Maine’s Center for Disease Control (CDC) for organizational and administrative support in Aroostook County for its District Coordinating Councils. The position will facilitate public health leadership in Aroostook County, including the implementation of a public health improvement plan

Drug Free Communities –The Drug-Free Communities Support Program (DFC) is a Federal grant program that provides funding to community-based coalitions that organize to prevent youth substance use. ACAP’s DFC program works to establish and strengthen community collaboration to prevent and reduce substance use among youth. To achieve these goals, staff members work with community partners to address community factors that increase the risk of substance abuse and promote factors that minimize the risk of substance abuse.

Healthy Houlton - Programming that promotes healthier lifestyle habits for children and families by offering opportunities to engage in their communities in positive ways. Examples include growing gardens, creating healthy meals, promotion of positive media messages, and partnering with stores and other organizations to connect people with healthy activities.

Wabanki Teleophthalmology Consortium Project - ACAP provides fiscal support services for a project targeting five tribal communities in Maine. These communities have access to enhanced retinal exams for those with diabetes or at risk of diabetes. Examinations are scheduled for patients in clinics in each community during the year.
